The Japanese creators of the cartoon purposefully drew what you see. The movements are not random or meaningless.
If you can understand what you are looking at, you will understand one of the most basic ideas about any type of kung fu.

This video is of Master Roshi preparing for a mental attack on Goku. The Kamehameha attack failed which has forced Master Roshi to employ his highest level skills.
As with the above video, inspect, examine and scrutinize. You want to watch Master Roshi’s hands and his body position.
If you can understand what exactly he is doing, you will understand high level martial arts. Mental and physical control over other people without touching them. The posture and movements are no accident. The Japanese cartoonists put their knowledge of kung fu and real life into this depiction.
